If you research the history of two major Islamic insurgent movements, Egypt's Islamic Jihad and Gamaat Islamiya(Islamic Group), you would see that this debate about who to strike and the pros and cons has raged on for a long time. One group believed that Egypt's corrupt government had to fall before anything effective could be done. The other believed that they should act transnationally, cutting off the support for Egypt and Israel- which both receive the same amount of money every year.

The whole idea of terrorism is to change the policy of a government by making that policy extremely costly to continue. So no, those Arabs were very smart and not too stupid at all. I wouldn't call them evil either, since they were basically attacking militarily significant and infrastructure targets. The only "criminal" thing they did was using civilian airliners, but the laws haven't accounted for that yet. All in all what they did is no different than what the United States had done to Belgrade and Baghdad.
